CONTEXT:

Under the overall supervision of the Chief Migration Health Division (MHD) in Iraq and direct supervision of the Senior National Medical Officer and with technical guidance from relevant Medical staff at Headquarters (HQ) and Regional Office (RO), the incumbent will assist in the implementation of medical services and health activities pertaining to migration health programmes and projects.

CORE FUNCTIONS / RESPONSIBILITIES:

1. Provide medical screening and assessment to migrants and refugees according to the SOPs and technical instructions issued by IOM RO and HQ, and in line with the requirements of the resettlement countries. Follow up on abnormal test results, review medical reports and fitness to travel. Ensure completeness of information provided for reporting purposes. Support to maintain medical records and handle administrative and clinical aspects of pre-departure activities, with highest regard to the confidentiality of the cases and data.

2. Administer Tuberculosis (TB) screening and diagnosis and/or coordinate directly with external laboratories regarding screening of communicable and non-communicable diseases of migrants/refugees eligible for resettlement based on resettlement countries’ technical instructions, in addition to maintaining quality control to assure accuracy of data, documentation and compliance with requirements and Standard Operating Procedures (SOPs).

3. Maintain close contact and liaison with national health authorities, partners, other IOM Units and stakeholders to address, implement, and support referrals of medical and psychosocial related cases. Respond to health-related queries from the stakeholders in an effective and timely manner.

4. Assist the management and distribution of pharmaceuticals, medical supplies and equipment as well as the maintenance of the required registers and stock cards in close coordination with logistics/procurement focal points. Follow procedures for disposal of expired medications according to IOM’s guidelines, in close coordination with the Senior National Medical Officer and Logistics Unit.

5. Contribute to monitoring, and reporting on implementation of medical and other project-related activities, including data analysis for proper program and project management; as well as maintaining information on activities relating to area of assignment, and preparing reports based on this information. Keep updated databases and files, ensuring proper data protection protocols. Provide statistics when required.

6. Assist in training and guidance of new staff/nurses when and where required and support implementation of health promotion activities and education sessions for migrants, refugees, and staff.

7. Undertake duty travels to the IOM sub-offices and partner’s sites, as required and participate in the assessment of the needs/capacities of local counterparts, as necessary. Monitor implementation of relevant project activities. Identify problems and propose solutions to Senior Medical Officer or to the Chief of Migration Health Division in Iraq.

8. Assist with implementation of Infection Prevention Control activities, environmental health activities and occupational health related matters when needed and/or in support of other units in IOM Iraq.

9. Participate in project development, formulation, and revisions.

10. Undertake any other duties as assigned by the supervisor.

REQUIRED QUALIFICATIONS AND EXPERIENCE

EDUCATION

• Medical degree (MBBS or equivalent) from an accredited academic institution.

EXPERIENCE

• Minimum 4 years of professional experience as a Medical Officer. Registration with medical regulatory body or current license to practice is required.

• Experience with international organizations/UN agencies is desirable.

• Experience with migration health issues including experience in health assessments, Tuberculosis screening and management or any other communicable diseases programs.

• Good knowledge of clinical medicine.

• Experience working in a multi-cultural setting and ability to communicate clearly and sensitively.

• Sound knowledge of Microsoft Office package, database and computer applications.
