SAFEGUARDING CHILDREN AND YOUNG PEOPLE (SCYP) As an international child-centred development organisation, committed to transparency and accountability, Plan International works to protect all children with whom it is in contact from abuse. Plan International’s Safeguarding Children and Young People Policy is the key tool, the application of which aims to minimize the risk of abuse of children within Plan International’s operations and create a culture in which concerns of child abuse or actual abuse can be raised safely and without fear of reprisal. The Safeguarding Coordinator is responsible for: Understanding and ensuring compliance with Plan International’s Safeguarding Children and Young People (SCYP) Policy in all its projects. Key Roles and Responsibilities Provide Strategic Leadership: Provide strategic direction, leadership, and technical support for emergency response programs, ensuring alignment with Plan International’s global and national strategies. • Develop and maintain a thorough understanding of the context and vulnerabilities in the program areas. • Monitor the humanitarian situation, identify emerging needs and risks, and proactively adjust response strategies accordingly. Programme Design and Implementation: Lead the design, implementation, monitoring, and evaluation of high-quality emergency response projects in line with international standards and best practices. • Ensure that all programs are child-centered, gender-sensitive, and inclusive. • Manage project budgets effectively, ensuring timely and accurate financial reporting. Team Management and Capacity Building: Provide strong leadership and line management support to the emergency response team, including setting clear objectives, conducting performance appraisals, and providing coaching and mentoring. • Build the capacity of staff and partners in emergency response, DRR, and humanitarian principles. • Promote teamwork and collaboration within the team and across departments. Coordination and Representation: Represent Plan International at relevant coordination forums, including UN clusters, INGO networks, and government meetings. • Advocate for the rights and needs of children affected by emergencies, ensuring that Plan International’s voice is heard and respected. • Liaise with donors, partners, and other stakeholders to mobilize resources and support for emergency response programs. Monitoring and Reporting: Develop and implement effective monitoring and evaluation systems to track project progress and impact. • Ensure that high-quality reports are submitted to donors, partners, and stakeholders in a timely manner. • Conduct regular field visits to monitor program implementation and provide technical support to staff and partners. Risk Management: Identify and assess potential risks and vulnerabilities associated with emergency response programs and develop mitigation strategies to minimize their impact. • Ensure that security protocols are in place to protect staff and beneficiaries. • Comply with Plan International’s risk management framework and policies. Child Safeguarding: Ensure that all staff and partners understand and adhere to Plan International’s Child Safeguarding Policy and Code of Conduct. • Report any concerns or allegations of child abuse or exploitation in accordance with established procedures. • Promote a child-safe environment in all program areas. Cross-Functional Collaboration: Work closely with other departments (e.g., program, finance, logistics, communications) to ensure effective coordination and collaboration in emergency response efforts. • Contribute to the development of integrated program approaches that address the root causes of vulnerability and build resilience. Capacity Development: • Continuously monitor the context and recommend adaptation of strategies, programming and ways of working to respond to the changing nature of the situation. Ensures and delivers high quality training. Safeguarding Children and Young People (SCYP) and Gender Equality and Inclusion (GEI): • Ensures that Plan International’s global policies for Safeguarding Children and Young People (SCYP) and Gender Equality and Inclusion (GEI) are fully embedded, in accordance with the principles and requirements outlined in the policy including relevant Implementation Standards and Guidelines, as applicable to their area of responsibility. Key qualifications, Skills and Experience Essential: Bachelor's or master’s degree in humanitarian aid, development studies, or other relevant subject. • Proven track record of managing successful emergency response programs in complex and challenging environments, min 5 years’ experience. • Solid knowledge of international humanitarian standards, codes of conduct, and best practices. • Excellent leadership and management skills, with the ability to motivate and inspire teams. • Strong analytical, problem-solving, and decision-making skills. • Effective communication, interpersonal, and negotiation skills. • Ability to work under pressure and meet tight deadlines. • Fluency in English and local language. Desirable: Experience in the management of conflict displacement-affected programs including but not limited to livelihoods, resilience building, peacebuilding and civil society strengthening. Familiarity with finance, administration and logistics responsibilities and processes Experience working on similar project contexts in protracted crisis Familiarity working in INGO Knowledge and experience of using gender and power analysis in the project areas and integrating into the specific sectoral areas mentioned. This position is based in Port Sudan with up to 50% travel time around project locations.
