JOB SUMMARY:Under general supervision, performs duties that encompass a wide variety of functions for adult offenders in a community-based environment and as part of the Arizona Judicial Branch. Duties and responsibilities include intensive offender supervision, case management, conducting offender risk and need assessments, developing supervision strategies and referring offenders to appropriate rehabilitative and social service providers.ESSENTIAL FUNCTIONS:(Essential functions may vary among positions, but may include the following tasks, knowledge, skills, and other characteristics. Monitors and ensures offenders' compliance with court orders.2. Reviews and approves/disapproves client treatment, counseling, and payment schedules; monitors treatment providers and treatment effectiveness through direct contact and/or report review and advises Court and Probation Supervisor on offender's compliance with prescribed requirements; and, ensures protection of victims and community through victim contact and education.3. Maintains thorough records and documentation of client information, program services, legal findings, and contact summaries.4. Conducts interviews with adult offenders regarding pre-sentence reports, treatment programs, restitution schedules, payment plans, court conditions, personal development, and similar topics to ensure compliance with all federal, state, and local court and legal requirements.5. Evaluates background information, police reports, social investigations, court records and documents; maintains close liaison with attorneys, courts, law enforcement personnel, educational, vocational and community service providers to facilitate an offenders' success with completing sentencing stipulations.6. Provides group or individual case management counseling, education and consultation; recommends and monitors community services based on client's risk level and identified problems in consultation with outside agencies and individuals involved in offender's sentencing and treatment process.7. Establishes work caseload size to provide comprehensive quality service within court requirements; interviews new offender population upon referral, advises regarding program requirements, sentencing stipulations, program expectations, legal responsibilities, treatment protocols, victim needs and all related probation matters and procedures.8. Testifies at hearings before the court concerning violations of probation and offender behavior as required to defend, explain, clarify or justify a probation officer's actions or statements.9. Processes interstate compact transfers on probation/parole offenders by reviewing records and verifying acceptance in community; or processes probation/parole violators returning to county; researches information necessary to confirm acceptance/non-acceptance of transfers based on violation behavior and prior conduct of offenders.10.Conducts urine analysis screenings for offenders as part of standard conditions for probationary monitoring; interprets urinalysis results and monitors laboratory findings to ensure a drug-free community.11.Completes documentation as mandated by funding guidelines, including statistical collection, data collection, client contact documentation, financial documentation and related recording keeping requirements.12.Conducts offender home and employment site visits on a frequent and/or random schedule to assess risk to victim(s) or potential new victim(s), potential for relapse into past behaviors, progress on sentencing stipulation completions, and ongoing supervision needs.13.Conducts investigations, prepares written reports, and presents oral findings to the Court; presents objective interpretation and recommendations based on factual findings.14. Maintains a wide variety of legal and technical information.15.Coordinates all documentation for a case in preparation for closure including payment verification, court compliance, offender interviews and final assessments, agency/department contacts and reporting requirements.16.May be assigned to work specialty caseloads or projects based on the unique qualifications and job duties.17.Stays current with contemporary Probation practices including participating in trainings, staff development and staff meetings.18.Maintains a comprehensive understanding of departmental and Arizona Probation standards, policies, practices and procedures.19.Maintains regular and reliable attendance.20.Performs other related duties as assigned.KNOWLEDGE, SKILLS AND ABILITIES:Knowledge of:• County policies and procedures.• Federal, State and Local applicable laws, codes and regulations.• Principles and practices of applicable to adult probation including criminal behavior, interviewing and supervision techniques, documentation standards and applicable policies and regulations.• Probationer caseload management practices.• Interviewing and counseling techniques for identifying, assessing and dealing with the needs and challenges of adults.• Motivational interviewing techniques.• Local community resources and providers of treatment, mental health, medical and social services.Skill in:• Planning, developing and implementing new programs, services and/or methods.• Maintaining and fostering effective working relationships.• Use of standard office equipment, computers and related software.Ability to:• Promote and enforce all aspects of the Probation Standards of Conduct; work with offenders on specific problems; explain services of referral agency to the individual; record accurate account of interviews and summarize progress made toward the goal for the program.• Interpret federal, state, and local laws.• Interpret rules and regulations and follow policy and procedures.• Effectively communicate and provide case management and/or supervision guidance for those in community settings or those placed in alternate incarceration centers, electronic monitoring or detention settings.• Counsel a diverse population in an office, home and/or field setting.• Operate standard office equipment and utilize word processing software.• Operate a motor vehicle safely.• Read and interpret technical instructions and manuals.• Follow written and verbal instructions.• Communicate clearly and concisely, both orally and in writing.• Establish and maintain effective working relationships with those contacted in the course of work.MINIMUM REQUIREMENTS TO PERFORM ESSENTIAL FUNCTIONS:Associates degree from an accredited university, college or vocational school in Criminal Justice, Psychology, Sociology or directly related field of study.Must be at least twenty-one (21) years of age.Must possess valid driver's license.Must possess or obtain First Aid and CPR certifications.Must successfully complete Law Enforcement Agency (LEA) background/record check.Must possess Arizona Law Enforcement Officer Training Academy (AZLEOTA) basic-certified certification within (1) year of hire (must attend, complete, and pass AZLEOTA in 1-year upon hire to retain continued employment).Preferred Qualifications:• Possess a Bachelor's degree or Master's Degree from an accredited university, college or vocational school in Criminal Justice, Psychology, Sociology or a directly related field of study.• Two (2) years of related experience as an officer of the court, licensed clinician or professional practitioner that involves investigations, community corrections or rehabilitative treatment.PHYSICAL REQUIREMENTS:This position requires exertion of physical strength to push, pull, lift, carry and/or move objects and materials weighing up to 25 pounds. This position also requires pushing, pulling, lifting, reaching, bending, kneeling, stooping, climbing and operating office equipment.
