The San Francisco Department of Public Health (SFDPH) is dedicated to the health and well-being of all San Franciscans. SFDPH provides a wide range of medical, psychiatric, substance abuse and public health services through its sets directly operated, contracted and joint venture sites.

The Public Health Program Planner III is responsible for performing highly complex work that requires applying public health theory, analytical research principles and technical methodologies to conduct a comprehensive analysis of public health problems and needs. Incumbents may exercise functional and technical supervision of assigned project teams, prepare written and statistical reports and make recommendations regarding changes or improvements to operational practices. The essential functions of this job typically include: defining and establishing appropriate data gathering methods and parameters for analytical studies; assisting in designing questionnaires, protocols, and other survey instruments; researching, interpreting, analyzing and/or documenting statistical and narrative data pertaining to public health operations, systems, trends and/or activities; assisting with evaluation studies that include qualitative, quantitative, cost and outcome analysis; extracting and compiling information into appropriate formats; preparing written reports with statistical analysis that includes recommendations and action plans; identifying sources of funding; assisting in drafting proposals for funding opportunities and in the administration of grant and contract funding.

Under the direction of the Assistant Director for Policy and Planning and the Principal Investigator, the Public Health Program Planner III position is vital to enhancing our community-engaged planning capacity and overall health equity promotion. As a member of the Public Health policy and planning team, this position offers the chance to meaningfully contribute to policies and programs aimed at improving health outcomes and narrowing disparities. The Program Planner will be instrumental in assisting the San Francisco Department of Public Health (SFDPH) with leading city-wide strategies for engaging and responding to our most vulnerable community members.

Essential Functions:

- Researching and analyzing relevant health-related information, demographic data, health outcomes, and socio-economic indicators

- Collaborate closely with project team, local community leaders, policymakers, partner agencies and relevant stakeholder groups to better inform program development and increase impact of initiatives

- Using multiple streams of information to ensure the program implementation reflects feedback from communities and aligns with other programs

- Planning and facilitating presentations/workshops and meetings for diverse audiences, including both public health staff and external partner agencies.

- Provide guidance to partners through dissemination and interpretation of health and equity impacts

- Participating in continuous program monitoring, identifying issues or concerns as early as possible in order to make adjustments as necessary to ensure implementation outcomes.

- Producing high-quality presentations, reports and other documents as requested.

- Attend relevant seminars, workshops, trainings, or other venues to broaden professional knowledge in current research, data analysis or public health programs.

- Support grant management, including preparing grant reports, data, presentations, tracking outcomes

- Collaborating and strategizing to enhance project sustainability

- Review, interpretation and analysis of health-related information, demographic data, health outcomes and social-economic indicators

MINIMUM QUALIFICATIONS:

Education:

Possession of a Master's degree in Public Health, or other related field from an accredited college or university; OR Possession of a Baccalaureate degree from an accredited college or university; and

Experience: Three (3) years of experience performing highly complex professional public health work. Possession of a Doctoral degree in a closely related field can substitute for one (1) year of required experience. (A Master's Degree in a closely related field can substitute for up to 18 months of the required experience.)

Desirable Qualifications:

The stated desirable qualifications may be used to identify job finalists at the end of the selection process after candidates have been ranked based on skills, knowledge, and abilities.

- Strong familiarity with San Francisco neighborhoods, especially those with high health and social inequities.

- Proficiency in using Excel, PowerPoint and Word

- Extensive background in policy, planning, social sciences, community development, outreach and/or stakeholder engagement.

- Expertise with data visualization programs like Tableau or Qlik, ArcGIS, or statistical analysis packages (e.g., SAS or SPSS)

- Experience in a complex local public health or social service government.

- A passion to work in Health Equity field; an experience to work in marginalized community is an asset.
