Job Summary:
As a Project Manager, you will provide management support to a specific project, while ensuring effective systems and processes are in place that support high-quality programming, advance Catholic Relief Services (CRS)’s mission of serving the poor and vulnerable, and comply with donor and legal requirements. You will support the delivery of quality programming through coordinating activities and resources to achieve project results. The Project Manager (PM) provides leadership, guidance, and technical expertise to successfully manage and monitor the project in line with relevant CRS standards, donor regulations and industry best practice, and in collaboration with the respective Technical Advisor, CRS Finance and Compliance teams. The PM will act as primary budget holder for the assigned project, proactively monitoring financial resources for both core project implementation activities and program support costs.
What You’ll Do:
Project Planning and Implementation:
Coordinate closely with project staff, partners, and relevant stakeholders to plan, implement, and monitor project activities in alignment with project goals and objectives.
Contribute to the development of project plans, including work plans, budgets, and procurement plans, ensuring alignment with project goals and objectives.
Oversee the day-to-day implementation of project activities, ensuring timely completion and adherence to quality standards.
Track project progress, identify challenges and constraints, and propose solutions to ensure project success.
Participate in project start-up, review, and close-out meetings.
Budget Management and Financial Oversight:
In consultation with Finance team, review monthly budget comparison reports and proactively discuss concerns or recommendations with Project Team; Review the budget versus actual expenditure, provide regular, comprehensive and transparent reports on financial status and projections, monitor spending to ensure it is in accordance with project requirements and approved budget; Approve relevant project-related expenses and requisitions as needed.
Human Resource Management and Team Leadership:
Oversee staff by coordinating schedules and monitoring the work to contribute towards maximum team and individual performance. Ensure completion of staff development goals. Mentor and coach project staff as necessary to enhance their professional growth and skills development.
Supervise directly project support roles and activities within your specific projects and project teams (e.g., procurement, program supplies).
Monitoring, Evaluation, Accountability, and Learning (MEAL):
Collaborate with MEAL staff to develop and implement a robust MEAL system, including indicators, data collection tools, and analysis plans.
Support data collection and analysis activities, ensuring the accuracy and integrity of project data.
Facilitate project learning and reflection events to identify lessons learned and best practices for future projects.
Stakeholder Engagement and Communication:
Liaise with project partners, community members, and other stakeholders to build strong relationships and ensure project success.
Participate in project-related meetings, workshops, and conferences, as needed.
Ensure timely and effective communication with all project stakeholders, including donors, partners, and CRS staff.
Coordination, Collaboration, and Networking:
Collaborate with other project teams within CRS and partner organizations to share lessons learned, promote synergies, and avoid duplication of effort.
Build relationships with other relevant stakeholders to advocate for project goals and objectives and promote the interests of project beneficiaries.
Represent CRS at relevant forums, conferences, and events to promote the organization’s work and build its profile.
Ensure integration of protection, gender, and conflict sensitivity throughout the project activities and in interactions with project beneficiaries and communities. Promote mainstreaming safeguarding principles across all project activities. Undertake any other related tasks that can contribute to achievement of CRS project objectives
Basic Qualifications
Bachelor’s degree in international development, project management, or a related field.
Minimum of three years of experience in project management, with a proven track record of successfully managing projects from start to finish.
Knowledge of project management methodologies, tools, and techniques.
Familiarity with international development principles and practices.
Required/Desired Skills

Excellent written and verbal communication skills.
Fluency in English and Arabic is required.

Knowledge of participatory methods and community engagement techniques
Demonstrated commitment to gender equality, protection mainstreaming and beneficiary feedback mechanisms.
Required Languages – English and Arabic are essential, with excellent verbal and written communication skills.
Travel – Must be able to travel throughout the West Bank.
Knowledge – broad understanding of project management principles and experience leading and organizing projects.
Analytical Skills – Excellent at problem-solving, quantitative data analysis and ability to provide coherent, efficient summaries of project’s progress or difficulties.
Relationship Management Skills – ability to communicate with and develop relationships with community members, peer and supervisory colleagues and external stakeholders.
Time Management – capable of efficient planning and time management for self and the project
Leadership - Experience managing diverse workgroups and managing project stakeholders through formal matrix relationship reporting or equivalent relationship building, interpersonal influencing, and collaborative problem-solving skills.
