Under the guidance and direct supervision of the Head of Climate Resilience and Environment Portfolio, the Programme Associate provides support for effective management of the Environment and Energy programme within the Sudan Country Office, ensuring high quality of work, accurate, timely and properly recorded/documented service delivery. The Programme Associate promotes a collaborative, client-focused, quality and results-oriented approach in the Portfolio.

The Programme Associate works in close collaboration with the Operations, Programme and project teams in the Country Office (CO), UNDP HQ staff and Government officials ensuring successful Climate Resilience and Environment programme implementation consistent with UNDP rules and regulations.

Support implementation and ensure compliance of the activities with UNDP rules, regulations and policies

1. Provides support to management of the Country Office focusing on achievement of the following results:

Collection, analysis and presentation of information for identification of areas for support and programme formulation/ implementation.
Presentation of background information for formulation of the CO programme, draft project documents, work plans, budgets, proposals on implementation arrangements.
Collection, analysis and presentation of information to support identification of areas for support and programme formulation/ implementation.
Drafting correspondence and reports related to programme/ project implementation. Monitoring and Evaluation.
Update of the programme’s information in Atlas/ Quantum projects
Regular reporting on activities related to environment and climate change through briefings to management and other UN agencies.
Timely response to requests for support from government and other development partners.
Establish and manage databases for consultants to support easy recruitment process
Maintains filing system ensuring safekeeping of confidential materials.

2. Provides effective support to the Country Office implementation focusing on the achievement of the following results:

Creation of projects in Quantum, revisions, budget re-alignments, determination of unutilized funds, operational and financial closure of a project.
Creation of requisitions in Quantum for development projects, register of goods receipt in Quantum.
Coordination of the annual work plan design and drafting, work with project team for design and costing inputs.
Implementation of the procurement activities.
Maintenance of data related to progress against plan and provides regular feedback to supervisors to ensure timely planning and interventions for improved project and portfolio delivery.
Effective follow-up actions on audit trails in consultation with supervisor and follow up to close out audit observations.
Responsible for collection of required documentation to support financial transactions ensuring compliance with audit requirements.
Ensure relevant data are readily available for use by all personnel engaged in project activity for efficient programme and project implementation and control.
Liaise between the CO, executing agencies, government bodies, international agencies and UN Agencies as may be required, with the view to efficient project delivery and control.
Update project/ programme information (including monitoring tables/ dashboards) for monitoring purposes; ensures use of standardized formats, guidelines and procedures.
Contribute in drafting briefing papers, background information for meetings and ad hoc documents
Ensure data provided in project and program implementation and documents meet standard requirement
Track, analyze, monitor data and develop information products to support decision-making and reporting on UNDPs portfolio; conduct independent data quality analysis of management and donor reports and provide guidance to programme staff to resolve identified data issues
Preparation and updating of the gender markers tracker.
Ensure compliance with Gender equality strategy

3. Ensures effective administrative and financial control focusing on achievement of the following results:

Assists in preparation of financial analysis reports including resources, annual expenditures by programme portfolio based on requirements from Head of Climate Resilience and Environment Portfolio; provides assistance to finance team on requests for audit preparation activities;
Manage project related travel
Support day-to-day project financial operations;
Perform timely project closure in coordination with the UNDP Country Office Finance and Programme Team and other agencies as appropriate;
Assist in internal financial and performance monitoring as well as with external evaluation exercise for respective programme in coordination with the programme officers as appropriate;
Contributes to project monitoring and evaluation, including preparation and facilitation of evaluation missions;

4. Ensures facilitation of knowledge building and knowledge sharing focusing on achievement of the following results:

Organization of trainings for the operations/ programme staff on programme issues.
Contributions to knowledge networks and communities of practice.
Organization of meetings, workshops
Collection of best practices from various countries that is useful for development implementation; identify potential knowledge to other relevant partners
Provision of guidance, coaching and support to all staff
Train all relevant personnel (e.g. grantees) to be able to comply with project financial control needs.
