Job Purpose The Program Manager (PM) oversees and drives the efficient execution of program activities for a designated region by coordinating, training, and providing supervision and technical assistance to program implementation teams to ensure adherence to project plans, targets, quality standards, and donor requirements. Additionally, they foster collaboration among team members to build ownership and enthusiasm toward achieving program goals, and contribute to monitoring, evaluating, and documenting program outcomes. Roles and Responsibilities Strategic program implementation and management: In coordination with Program Management, facilitate strategic planning and execution with the program leadership and implementation team by designing a long-term project plan that aligns with goals. In consultation with the PM and Regional team, assist with operationalizing Program Plans, activities, budgets and forecasts, in line with the contract terms of project performance. Continuously identify opportunities for strengthening programs, by tracking best practices in areas related to the work of the Program, conducting research in new and emerging areas and maintaining up to date knowledge of developments and emerging topics. Guide Program Assistants to manage program specific financial information accurately and submit in a timely manner. Develop the detailed AOP and monitor that AOP for the project is delivered effectively by Project Officers within agreed timelines. Stakeholder management: Cultivate close relationships with community stakeholders by ensuring participation and promoting inclusion for local ownership of Program success, as agreed to with project designs. Assist the program teams in managing external stakeholder meetings; including community leaders, technical experts and external evaluators. Support Program Manager in government relations and advocacy. Promote BRAC as the trusted implementer by providing insight regarding partner engagement. Prepare written responses to technical and programmatic questions from stakeholders; and work with Program teams to ensure communications on the ground remain transparent and ethical. Planning, monitoring, reporting and coordination: Support Regional Coordinators in reviewing Monthly Implementation Plan (MIP) of project team and give timely feedback. Oversee the monthly coordination, communication, and capacity-building sessions to ensure team development and effective integration. Participate and coordinate program-related meetings. Provide regular support in development and review of monthly/ quarterly/annual work plans. Plan, design and facilitate periodic internal and external review meeting for evidence sharing to improve program implementation, as per program/project needs. Compile Program Team contributions in quarterly progress reports (both narrative and financial), annual reports, and ad hoc donor reports (if applicable), ensuring the reporting is relevant, concise, and results-oriented, and based on program evidence. Document challenges, successes, and lessons learned to inform program improvements and share learning with wider BRAC. Team Management and Capacity building: Participate in identifying required competencies, defining performance expectations, and facilitating performance planning and management. Actively address individual or team performance gaps. Monitor overall capacity, skill levels and technical abilities. Develop targeted training plans with field operations team based on specific gaps. Assess training needs of teams under area of responsibility by reviewing knowledge and competency levels and coordinating the organization of necessary training programs (internal and external). Safeguarding: Establish a safe working environment for everyone. Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action. Follow the safeguarding reporting procedure in case any reportable incident takes place and encourage others to do so. Any other task assigned by the management as and when required. Educational Requirements: A master’s degree from a reputed university with a satisfactory academic track record, preferably in Development studies, project management, social science, or any relevant field. Experience Requirements: A minimum of 5-7 years of work experience, including at least 4 years of program/project management experience in INGO/NGOs, especially with international donors. Preference to have Experience of managing Education/Adolescent development projects.
