Job Details

Responsibilities:

Develop, implement, and maintain HSE policies and procedures in compliance with local regulations and company standards.

Conduct regular site inspections and audits to identify potential hazards and ensure compliance with safety regulations.

Investigate accidents and incidents to determine root causes and implement corrective actions.

Provide HSE training to employees at all levels.

Monitor and track HSE performance metrics and prepare reports for management.

Coordinate with contractors and subcontractors to ensure their compliance with HSE requirements.

Manage waste disposal and environmental protection activities.

Participate in emergency response drills and exercises.

Maintain HSE documentation and records.

Promote a strong safety culture throughout the organization.

Monitor workplace to ensure proper maintenance of fire fighting, first aid and emergency equipment, materials, dangerous areas (excavations, confined spaces), waste and other materials and safe conditions.

Maintain records of fire and safety equipment maintenance, inspection.

Assist for all accident investigation and report according to safety regulations. Provide a description of the site. Maintain the site investigation, photograph. Participate for determination of cause, propose recommendations and verify recommendations implementations

Develop safety orientations. Schedule and coordinate all staff safety orientations, fire drills and required safety related training

Qualifications:

Bachelor's degree in Occupational Health and Safety or a related field.

Minimum of 3 years of experience in HSE management in the construction industry.

Knowledge of local HSE regulations and standards.

Strong communication and interpersonal skills.

Ability to work independently and as part of a team.

Fluent in Azerbaijani and English.

Familiarity with ISO 45001 and ISO 14001 standards.

Strong understanding of construction site safety.

Experience with incident investigation and root cause analysis.

Excellent report writing and presentation skills.

Certifications:

Relevant HSE certifications (e.g., NEBOSH, IOSH) are preferred.

First Aid/CPR certification.
