Organizational Setting and Work Relationships The Senior Protection Assistant normally reports to the Protection Officer or the Senior Protection Officer. The incumbent may have supervisory responsibility for protection support staff. The Senior Protection Assistant performs a variety of functions related to protection activities. Functions may include assisting in conducting eligibility and registration; contributing to individual case management; assisting in providing counselling to individuals of concern; assisting in the implementation of Resettlement and Voluntary Repatriation programmes; and assisting in the implementation of durable solutions. Responsibilities Under the supervision of the Protection Officer, the Senior Protection Assistant is responsible for: Staying abreast of legal developments as well as related policy issues and updating protection related materials (e.g. reports on legal, social and political context; briefings) Preparing reports of refugee protection situations and conducting surveys. Liaising and representing UNHCR, in coordination with the supervisor, with local authorities and partners as requested. Support with regular registration tasks for asylum-seekers and refugees. Ensure a timely issuance, renewal, and replacement of identity documents for PoCs and assist in monitoring access and use of UNHCR identification documents by persons of concern. Stay up to date with the most recent changes and improvements concerning case management, identity management, registration of PoCs, and RSD procedures and processes for ensuring adherence to standards in case management. Regularly train and sensitise the staff members who come in contact with people with special needs on special needs categories and ensure that identification, documentation, referral and adequate response to SGBV cases take place to meet expected standards. Monitor and contribute to design and implementation of Standard Operating Procedures (SOPs) and UNHCRs protection strategies for refugees of concern. Regularly disseminate relevant guidelines and other materials pertaining to the prevention of and response to sexual and gender-based violence in coordination with other UNHCR entities (programme, community service etc) including awareness campaigns and workshops within target communities. Systematically investigate any credible complaint relating to alleged breaches or abuses on the side of other partners, contractors, service providers etc of UNHCRs accountability to affected population policy as guided by supervisor and escalate where appropriate to relevant personnel within and outside UNHCR (in coordination with Protection Unit); and recommend possible action with relevant partners based on findings on regular and emerging problems affecting the well-being of POCs, particularly, persons with specific needs. Facilitate durable solutions, especially Resettlement activities related to specific caseworks/cases/beneficiaries or a related technical subject (as indicated and trained) under regular supervision and monitor cases to make necessary adjustments and respond to emergencies in conjunction with UNHCR’s national protection partner on regular follow up, feedback from community meetings to supervisor. Organize protection support groups in coordination with other national protection implementing partner on case by case referral depending on circumstances and level of risks involving any UNHCRs of concern with the most protection cases that needs more consideration as vulnerable person with regular home assessment and follow ups. Follow-up cases which is in line with individual Case Management standard and providing systematic home visit to Persons of Concerns with UNHCR Protection. Submit reports as required (statistics/ regular progress reports) and prepare ad-hoc reports. Performing other duties, as required. Minimum Qualifications Years of Experience / Degree Level For G6 - 3 years relevant experience with High School Diploma; or 2 years relevant work experience with Bachelor or equivalent or higher Field(s) of Education Not applicable Certificates and Licenses Protection Learning Program UNHCR Protection Induction Programme (Functional Skills include: PR-Counseling; PR-Protection Casework and Counselling; PR-Protection Awareness; TR-Training; CO-Drafting and Reporting; MS-Networking with Partners) Language Requirements For jobs in English speaking countries: English For jobs in French speaking countries: English and French Desirable Operational experience in community-based protection, RSD and registration standards and procedures, Protection risk management.
