Job Description: Tetra Tech International Development is currently accepting expressions of interest from qualified candidates for a Senior Land Governance Specialist position on an anticipated USAID-funded program in Niger. The anticipated activity, known as the Niger Land and Pastoral Governance Activity (NLGPA), is expected to focus on increasing responsible and climate-resilient pastoralism in targeted regions of Niger by strengthening land governance, promoting climate change adaptation, increasing access to finance, and reducing conflict between agricultural and pastoral communities. The Senior Land Governance Specialist will report to the Chief of Party and will support overall coordination and technical leadership of the NLGPA project’s activities in improved land governance in the Niger River Basin region, including the cross-border area between Niger, Burkina Faso and Benin. Responsibilities: Lead, oversee and implement technical activities related to improving land governance. Provide technical leadership for development and implementation of innovative solutions to strengthen land tenure security and improve the natural resource management in pastoral areas, consistent with Tetra Tech’s standards and international best practices. Provide technical advice and guidance to project staff and partners on land governance issues. Work with regional and local governments and other key stakeholders, supporting them in adapting and implementing strategies for land use planning and natural resource management at the community level. Develop land tenure awareness and strengthen participatory governance practices in program-supported areas. Lead in developing project strategies, technical products, and activities that promote equitable access and conflict-resolution approaches around rangeland resources. Supervise activities of short-term consultants in his/her area of expertise. Collaborate with other members of the project’s technical team and ensure cross-sectoral linkages between different components and workstreams to promote coordination and synergy within the project team. Identify the technical assistance needs and organize/conduct trainings and capacity building to the project beneficiaries in the relevant fields. Assist the MEL Team in monitoring the results achieved and document the project’s land governance-related success stories. Ensure gender is mainstreamed into project interventions related to his/her area of work and propose specific interventions to close gender gaps identified in the project targeted areas. Work in close collaboration with the Finance & Administrative Team to ensure efficient use of project funds in full compliance with USAID and Tetra Tech rules and regulations. Serve as Acting Chief of Party when the Chief of Party is on travel, vacation, or leave of absence. Travel to program areas in the regions of implementation to oversee progress in meeting activity objectives and targets. Produce high-quality reports, technical documents, and communications products related to project implementation, successes and lessons learned. Qualifications: Advanced university degree in the land law, land policy, governance, rural development, or a related field. At least seven (7) years of demonstrated experience working on land governance projects/activities, preferably USAID funded projects; experience in the Niger River Basin highly desired. In-depth knowledge of land and resource tenure issues, conflict resolution mechanisms, pastoral governance systems in the West Africa Sahel; Niger experience a plus. Proven expertise and experience in promoting innovative strategies to improve land management practices, strengthen natural resources governance at local and national level, or similar work in developing countries. Proven experience working with local governments and civil society actors on strengthening their organizational capacity in governance. Proven experience engaging and collaborating with local communities to facilitate planning processes that lead to conservation management activities. Demonstrated capacity to develop and oversee the implementation of training programs and other capacity-building efforts for government and local stakeholders in targeted areas. Ability to engage effectively with government officials, local communities, international donors and implementing partners to achieve results. Proven track record in producing high-quality reports, publications, training programs and other communications products. Excellent cross-cultural communication skills; experience working effectively with diverse teams in a complex, multicultural environment. Fluency in French required and a good working knowledge of English is desired.
