Background

The Partnership for Peace Consortium of Defense Academies and Security Studies Institutes (PfPC) has a mission to strengthen defense institutions and military education of partner nations through enhanced national and institutional cooperation. Chartered in 1999 and distinct from NATO’s Partnership for Peace (PfP), the PfPC is a unique international consortium of stakeholders. These stakeholders are comprised of certain NATO member countries, neutral and non-aligned countries, as well as NATO International Staff as additional and equal stakeholders. The PfPC Operations Staff is administratively hosted by the GCMC, which is a joint United States (U.S) Department of Defense and the German Ministry of Defense educational institution located in Germany.

The Operations Support Specialist provides operations synchronization and administrative support to the PfPC Operations Staff and coordinates PfPC staff operations with the George C. Marshall European Center Security Studies (GCMC). The Operations Support Specialist assists with program planning, management, funding-related issues, and execution, including travel to executing events. Working with PfPC leadership, North Atlantic Treaty Organization (NATO), international working group representatives, subject matter experts, the GCMC staff sections, and Combatant Command (CCMD) representatives, the Operations Support Specialist assists in PfPC programs and serves as the primary aggregator of information, as well as office manager for timelines and reports.

Qualifications

Professional Experience: Minimum of three years full-time experience as an operations specialist, office manager, or like experience.

Must have at least three years of experience drafting correspondence and preparing written materials such as equipment status reports, after-action reports, expenditure reports, supply requests, budget reports, and personnel reports.

Language Requirement: Read, understand, speak, and write English fluently. Must have English language proficiency equal to Level 3 as defined by the U.S. Department of State language proficiency definitions.

Must be proficient in using Microsoft products: Excel, Word, PowerPoint, and Teams.

Must be able to perform database input and update functions.

Must be familiar with the countries and dynamics of the Eurasia area of responsibility with experience in the region.

Experience working in an international environment, particularly in organizations such as an Office of Defense Cooperation, Office of Military Cooperation, Defense Attaché Office, or the Marshall Center is preferred.

Must have the ability to facilitate communication in English, between speakers and readers of different languages.

Responsibilities Include but are not limited to:

Provide operations and administrative support to the process of tracking and executing PfPC programs, including tracking attendees. Track Event Building Templates (EBT)—generated via SharePoint or other Government-directed site—and aggregate for incorporation into the GCMC Annual Program Plan process.

Assist in the generation of event registration to allow updates to the RCPAMS database.

Coordinate and track responses to requests for information as necessary from European Command (EUCOM), Central Command (CENTCOM), and the Embassy Security Cooperation Officers, regarding execution of approved events, schedule changes, and status of After-Action Reports.

Submit completed After-Action Reports per GCMC Plans and Strategy Division guidance. Aggregate information for additional reporting requirements to Government agencies as requested.

Ensure essential event scheduling and planning information from the PfPC Operations Calendar is properly reflected on the GCMC’s Outlook calendar by GCMC policy.

Track the preparation of After-Action Reports by event, and ensure proper distribution to all team leads, and respective country desk officers.

Provide Logistics and Resource support for action as necessary based on key decisions by Program Managers and the timing and nature of upcoming events.

Assist in answering requests for information regarding the scheduling and re-scheduling of events, identities of and changes to travelers in support of events, and pertinent issues associated with event facilitation.

Assist PfPC Operations Staff as necessary with coordinating “non-event” travel.

Identify potential obstacles to event execution and propose courses of action for resolution.

Provide reports on the execution and budgetary status of programs in cooperation with PfPC Program Managers, Resource Specialists, and the GCMC’s Resource Management office. In facilitation of this process, maintain the running expense tally in the PfPC Operations calendar.

Provide social media and website content management, by editing and posting content provided by PfPC Program Managers. Specific tasks include proofreading and uploading of articles, or other social media announcements.

Provide administrative support during periods of peak execution to traveling PfPC permanent staff and speakers to ensure event objectives are met. This includes ensuring registration data of individuals is accurate, collecting and updating attendee travel requirements, and inspecting vouchers to ensure they are completed correctly and submitted on time. These responsibilities also apply during temporary duty assignments.

Maintain liaison with the GCMC supply office to ensure that basic office supplies are available to the staff; submit supply requests.

Facilitate communication in the common language of English between speakers and readers of different languages, due to the multinational aspect of the PfPC mission.

Maintain a continuity record of duties, timelines, and step-by-step processes that describe all Contractor functions.
