Job Purpose
To provide essential field support for the rapid, high quality, effective and timely delivery of Oxfam’s emergency response. To work under the line management of a Project Manager/Programme Manager/ Humanitarian Programme Manager, in direct implementation and/or support partner organisations.
Key Responsibilities and Accountabilities
Contribute to effective programme delivery in collaboration with partners, consultants, and project staff:
Assist with developing high-quality operational plans, Detailed Implementation Plans and budgets that ensure objectives are delivered on time and to high standards.
Contribute to project work-planning, regularly track progress of project implementation.
With the support of senior team members, coordinate technical support in a timely manner.
Assist with routine administrative tasks (finance, HR and logistics, security) in line with Oxfam procedures and policy.
Work with communities to understand and apply context analysis for project work:
Participate in community needs assessment using appropriate methodologies (focus groups, interviews) as required to assist partners with the project implementation. Facilitate beneficiary registration and data collection, ensuring that proper documentation and safe beneficiary communications happen as needed. Support distributions (of cash, vouchers and/or in-kind assistance) using guidance from senior colleagues. Support complaints and feedback mechanisms through information sharing and following up with complainants.
Information and Communications
Draft correspondence to a range of stakeholders on operational and programmatic issues as requested by the line manager.
Translate project/programme information into the local language/from local language into English as appropriate.
Actively participate in relevant team and staff meetings.
Contribute to drafting donor reports to show activity and spending rates
Assist the Project Manager with communication of successes, impact and lessons learnt from the project/programme by contributing to regular updates on program implementation to the MEAL team.
Comply with Oxfam’s information and knowledge management system as per Oxfam standards to support learning and knowledge sharing.
Promote an enabling environment in which knowledge and learning can be generated and shared.
Participate in Programme monitoring and evaluation activities according to project plans and MEAL frameworks. Support implementation of monitoring and evaluation activities on-site. Support knowledge management as well as capture and documentation of programme learning in a way that encourages innovation and improved performance across Oxfam programs.
Maintain familiarity with relevant specialist resources and utilise it in support of Oxfam’s objectives
Contribute to the design and use of effective and appropriate data management systems/tools to enable robust analysis of programme performance and trends
Security
Working in coordination with Oxfam’s Security Focal Point/Security Team, contribute to security risk assessments.
Report any security related issues or concerns immediately to line manager and the Security Focal Point/Security Team.
Other
Undertake other duties as required, in agreement with line manager
Technical Skills, Experience & Knowledge
Essential
Bachelor's degree in a relevant field such as development studies, social science, or humanitarian assistance.
Minimum of 2 years’ experience in a field-based role, preferably with a focus on humanitarian response or community development.
Good understanding of humanitarian principles and standards (e.g., SPHERE standards).
Proven ability to work effectively as part of a team, including strong interpersonal and communication skills.
Demonstrated ability to adapt to changing environments and manage multiple tasks simultaneously.
Fluency in English and Russian and Kyrgyz required.
Strong analytical and problem-solving skills, with the ability to exercise sound judgment.
Familiarity with basic data collection and analysis methods.
Desirable
Experience working with vulnerable populations, such as refugees, internally displaced persons, or victims of conflict.
Knowledge of project management principles and practices.
Experience in designing and implementing community engagement strategies.
Ability to use participatory approaches and techniques to engage with communities.
Additional languages spoken in the project area would be an asset.
