Project Summary:

The anticipated USAID-funded Iraq Governance and Performance Accountability Project (IGPA/Takamul) will work with the Government of Iraq (GOI) at the national, regional, and local levels to better deliver services, strengthen public financial management, and promote more transparent and accountable governance. Creative Associates seeks a Grants Manager for the anticipated IGPA/Takamul project in Iraq.

Position Summary:

The Grants Manager is responsible for the management of the project’s grants program, including oversight of the solicitation process, evaluation process, awarding of grants, grant administration, and close-out. This individual must have extensive grants management experience and expertise related to USAID projects. They will supervise Grants Specialists/Officers as assigned to provide guidance and mentoring, as needed.

Reporting & Supervision:

Reports to the Operations Manager. Supervises the Grants Specialist/Officer, if assigned.

Primary Responsibilities:

Work closely with technical teams to prepare solicitations and scope of work.

Responsible for all phases of the grants program from pre-award assessments and grant development to grant implementation, monitoring, and close-out.

Train technical staff and grantees on grants policies, procedures, and compliance requirements.

Participate in developing the project’s Grant Manual and ensure compliance with the Grants Manual and USAID regulations.

Draft grant agreements/sub-contracts; facilitate their approval process; and issue and administer grant agreements in accordance with the project’s Grants Manual, USAID rules, and regulations, and Creative policies.

Conduct pre-award responsibility determinations.

Review and/or prepare grant modification documents; coordinate the review and approval process; and modify grants, as needed.

Conduct routine and ad hoc monitoring visits to grantee sites and implement corrective actions.

Responsible for the tracking and monitoring of grants-related activities including, but not limited to, preparing routine reports.

Lead and/or facilitate Grants Evaluation Committee (GEC) meetings, ensuring minutes and documents are properly documented and archived.

Provide support in audit preparations.

Participate in developing detailed implementation plans, tracking grant performance, analyzing work plans, and troubleshooting to prevent and resolve potential delays.

Serve as a resource for grantee organizations in addressing programmatic and management challenges in their projects.

Manage sub-award budget, including tracking grant pipeline, forecasting, and budget realignment, as required.

Provide guidance and mentoring for grants specialists, if assigned, as well as project administrative and technical staff involved in grant management activities.

Manage grant database to track key dates, reporting requirements, and other grant requirements.

Verify all documentation for completeness and accuracy and maintain complete grant files, both electronic and hard copies.

Promote sustainability of project activities through technical assistance, training, and collaborative working relationships.
