Job Purpose:To lead the development and execution of workforce planning and organization design strategies that align manpower, structure, and resources with the HBKU’s strategic objectives. This role ensures data-driven decision-making, effective manpower utilization, and sustainable organizational design across all business units within the University.Key Result Areas:Lead and manage the annual manpower budgeting process, ensuring timely collection, validation, and presentation of data in alignment with HR and Finance strategiesCollaborate with HBKU entity HR Focal points and business leaders to develop and implement annual and long-term workforce plans that support strategic business goalsProvide expert advice and data-driven recommendations on workforce planning matters, including headcount planning, budget allocation, and manpower utilization analyticsAssess unbudgeted and additional headcount requests by conducting justification analyses to support strategic and operational decision-makingSupport the development of policies and procedures pertaining to organizational design and workforce planningEnsure all manpower requisitions and staff movements are in line with the approved organization structure and policiesDevelop and maintain workforce planning policies and procedures, contributing to the overall manpower planning strategy of the organizationMonitor and refine workforce planning processes to improve efficiency and adapt to changing business needsFacilitate the Quarterly staff cost forecast exercise in coordination with relevant business unitsDiscuss, validate and challenge, when necessary, rationale for organizational changes with departments, and provides detailed assessmentDesign and implement organization development initiatives, such as restructuring and job redesign, in close collaboration with business stakeholdersMinimum Knowledge, Skills & Experience:Bachelor’s degree in human resources, Business Administration, or related field6-8 years of experience specializing in organizational design and workforce planningHands-on experience in job evaluation systems and methodologyStrong knowledge of organizational design principles and workforce planning methodologiesExperience with HR analytics and workforce planning toolsExperience in enterprise resource planning module Oracle EPM, SAP etc.HR professional qualifications e.g., CIPD, SHRM preferred
