Program Summary
Mercy Corps has been operating in the Middle East since the 1980s and has responded to humanitarian needs resulting from the Syrian conflict since 2012. Mercy Corps has worked to meet the critical and urgent needs of the Syrian population, and address longer-term needs by bridging humanitarian assistance with economic development programming. Mercy Corps supports vulnerable populations both in Syria and the surrounding countries, focusing on water and sanitation, livelihoods, protection, governance and social cohesion. Mercy Corps is registered in Syria and implements programming in Northeast Syria through local partners. Mercy Corps seeks to alleviate suffering, poverty and oppression by helping people build secure, productive and just communities.
Essential Job Responsibilities
The MEL Officer will closely work with program teams, partners and MEL Manager on improving program quality through increased and timely access to and use of data. The MEL Officer will implement MEL activities under supervision of MEL Manager for smooth project management. S/he will be working closely with the program team for developing data collection tools; designing database as required, ensuring data quality through data quality audits, preparing periodic progress reports based on agreed indicators, documentation of case studies/success stories, facilitate project evaluations and ensure incorporation of lessons learnt in the program implementation.

Reports Directly To: MEL Manager
Works Directly With: Program Team, MEL Team and partner staff.
Knowledge and Experience
University degree in social sciences, statistics or a related field.
2-3 years of progressively responsible experience in monitoring and evaluation of humanitarian and development projects in emergency setting
Strong knowledge and practical experience in designing and implementing M&E systems.
Strong experience in quantitative and qualitative data collection, analysis and reporting
Excellent Arabic and English language skills are a must (written and spoken).
Skills in database management
Experience working in an INGO setting is preferable
Commitment to implement Mercy Corps’ program quality standards and policies
Demonstrated ability to work independently as well as in teams
Excellent interpersonal skills and ability to work in a multi-cultural environment.
Must be able to think independently and creatively.
Be flexible and able to cope with stressful situations.
Proficiency in computer skills including MS Office suite.

The successful MEL Officer will have proven ability to work effectively with Syrian program and partner staff. S/he will have strong analytical skills to contribute to the overall program design and implementation of field activities, a proven ability to work independently and problem-solve, and a demonstrated ability to analyze data and utilize findings. In particular, this candidate needs to possess exceptional organizational skills to oversee numerous assessments, compile their findings and be a part of larger team responsible for dissemination of findings. Multi-tasking, prioritization, problem-solving and simultaneous attention to detail and strategic vision are essential. The most successful Mercy Corps staff members have a strong commitment to teamwork and accountability, thrive in evolving and challenging environments, and make effective written and verbal communication a priority in all situations. Creativity, a collaborative nature and the ability to integrate learning into projects and activities are also essential. Ability to work independently and proactively with minimal supervision.

This post is based in Damascus. This position is eligible for hardship and R&R benefits. Medical and life insurance provided.
