Main Purpose

Planning, supervising and coordinating the implementation of the medical activities in the project in accordance with MSF protocols and standards in order to ensure the quality of patient care.

Accountabilities

Coordinating, supervising and supporting the implementation of the medical activities in the project, according to MSF protocols and standards.

Ensuring the proper implementation of MSF medical policies, guidelines and tools in the project, in order to ensure the quality of patient care and the proper use of resources.

Participating in the definition of project objectives and planning of medical activities.

Informing the Medical Coordinator on any medical or administrative problem, and propose solutions.

Participating in the monthly reports according to guidelines.

Participating in the collection and analysis of medical data.

Planning and supervising the HR processes (recruitment, training/induction, evaluation, potential detection, development and internal communication) of the medical team in order to ensure both the sizing and the amount of knowledge required.

Knowing and ensuring all MSF medical protocols are followed and implemented, checking universal precautions are followed at all times and reducing bio-hazard risks and improving infection control.

Planning and carrying out delegated tasks according to his/her activity and as specified in his/her job description.

Carry out assessments and surveys as needed.

Context Specific Accountabilities

Assist Medical Coordinator in designing, implementing, monitoring and evaluation of the medical activities in the project, and providing feedback for on-going project development.

Ensures appropriate MSF protocols and guidelines and national protocols are followed to guarantee quality of care. Regularly makes update to relevant national guidelines, and translates new updates/protocols/guidelines to easy reference in the project.

Supervise medical team and related logistics, S/He supports logistics team with definition of equipment, tools and drugs, stock management and equipment maintenance in the project. Actively participates in ordering of drugs and medical materials. Together with project pharmacist; is responsible for drugs consumptions analysis to adjust forecast every order.

Support HR department for any issue related to the medical team:

Provide inputs on recruitment for medical staff (job description, evaluation, interview, selection).

Prepare planning for leave coverage for medical staff in consultation with managers to guarantee continuity of services.

Is involved in evaluations and identification of training needs

Conducts medical team meeting to be informed about day to day challenges, achievements and the team concerns.

Contributes to building strong relationships with MoH staff and other stakeholders and actively participate in technical meetings representing MSF, sharing the best practices and the work done in the project in line with the MoU agreed with MoH.

Is available to fill gaps in team (Clinical officers, Nurses and Medical doctors) during their absence or high workload peak for proper continuation of activities.

Contribute to defining advocacy messages together with medical coordinator.

Ensure data is captured in line with project objectives, using set monitoring tools; supervise data collection process.

Assist on compilation of monthly situation report of the project.

Requirements

Education

Medical Doctor Degree or Diploma in Nursing.

Experience

Essential 2 years of working experience related to the diploma/degree and experience in team supervision. Desirable: Experience in tropical medicine, or experience in NGOs, preferably in humanitarian assistance.

Languages

Essential: English (oral and written).

Knowledge

Essential computer literacy (word, excel and internet).
