Org. Setting and Reporting Relationships:

Under the guidance and direct supervision of the Human Resources Associate (HR Associate) and in close collaboration with Operations and Programme teams in the Country Office (CO), the Human Resources Assistant provides HR services ensuring high quality, accuracy and consistency of work. The HR Assistant promotes a client-oriented approach consistent with UNDP rules and regulations.

Duties and Responsibilities:

Summary of Key Functions:

Implementation of HR strategies and policies.

Full implementation of recruitment processes.

Administration of entitlements and leave.

Maintenance of HR data and management systems.

Support to knowledge building and knowledge sharing.

Ensures implementation of HR strategies and policies focusing on achievement of the following results:

Full compliance of HR activities with UN/UNDP rules, regulations, policies and strategies; Effective implementation of the internal control framework.

Provides inputs to the CO HR business processes mapping and elaboration of the internal standard operating procedures (SOPs) in HR management in consultation with the direct supervisor and office management;

Provides inputs to preparation of the CO Human Resources Action Plan; implements HR plans, monitors its effectiveness, analyzes the results and recommends necessary changes; contributes to implementation of corporate HR strategies and policies;

Follows up on implementation of the internal control system for HR management.

Ensures full implementation of recruitment processes focusing on achievement of the following results:

Organization of recruitment processes including drafting job descriptions, preparation of vacancy announcements, screening of candidates, participation in interview panels, making presentation to the Appointment and Promotion Board (APB). Ensures proper staff contracts’ management.

Maintenance of proper filing system and information on staff contracts, reports, correspondence related to HR matters to ensure ease of access and retrieval.

Participates in the recruitment panel as and when assigned.

Administration of entitlements and leave, focusing on achievement of the following results:

Administration of leave in accordance with UNDP rules, policies and strategies.

Monitoring and tracking of all types of leave; Maintains leave records and updates data in Atlas.

Calculates leave entitlement balances for individual staff and inform staffs. Advises staff on different types of leave and eligibility criteria.

Calculation and processing of payments of salaries, allowances, benefits and entitlements; Facilitates regular updates of personnel data.

Maintenance of HR data and management systems, focusing on achievement of the following results:

Implementation of data input and information flow to ensure correct staff data/information for the CO in Atlas (HR Module) in accurate and timely manner. Ensures information in Atlas is updated in a timely and consistent manner and is always complete.

Updates staff lists on regular basis, submits regular statistical reports on personnel. Maintenance of staff attendance records.

Regular update of databases containing employee information.

Follows up and processes performance management requirements ensuring effective PMS.
