THIS IS A FIXED TERM APPOINTMENT FOR A DURATION OF THREE YEARS, INCLUDING AN INITIAL PROBATIONARY PERIOD OF ONE YEAR.
SALARY: GRADE 15: $31,519.20 Net annual salary plus Post Adjustment of 84.7 % (subject to change in line with the CPI Cost of Living), plus an attractive package of benefits.

The United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) is committed to the highest standards of efficiency, competence and integrity. UNRWA is seeking to employ a qualified Area Education Officer who will be responsible for the provision of pedagogical and technical guidance and support to the school principals of the UNRWA schools in an assigned geographical area in accordance with established Agency education policies and procedures. They will maintain constant communications and interaction with the assigned school principals. They will further oversee and follow up on the activities carried out at the schools, the curriculum development process as it applies to the area of assignment; organize the professional development and in-service training of the school staff; assist with teacher and school development plans; participate in quality assurance activities as requested by the Head Field Education Programme. In addition, they will be required to manage assigned budgets as may be delegated to them from time to time. These individuals, should at all times uphold and respect the Agency’s neutrality, ethics, values and behavioral norms, both during and outside working hours.
MAIN RESPONSIBILITIES:
In accordance with the established Agency policy and procedures, the incumbent will be responsible for the following:
• Assists the Head of Field Education Programme by undertaking responsibilities related to one or more aspects of the education programme. These may include quality assurance mechanisms, professional development for school staff, curriculum, teaching and learning innovations and new technologies; advises in matters concerning education in his/her area and on education standards and achievement in the Agency.
• Guides and advises a number of school principals in a designated area in the operation of the educational programme, in conformity with Agency education policies and procedures. Supports and advises teachers and provides support on innovative and improved methods and approaches. Ensures schools function as community focus through the encouragement of parent involvement and the building of good working relationships with community and host authorities. Supports and provides guidance in emergency situations as may arise.
• Keeps abreast of all changes and developments in educational practices, prepares analytical reports on the situation and proposes strategies for improvements; participates in technical committees with educational staff from UNRWA Headquarters.
• Arranges and supervises in-service teacher training courses to improve teacher capabilities; evaluates results and modifies teaching techniques in light of latest developments in educational methodology and content. Arranges with school principals, observation and practical instruction and assesses classroom teaching performance for a designated area to address teaching performance and improve instructional methodology.
• Evaluates school activities and advises principals; carries out investigations when serious difficulties or violations occur in school operations; advises the Head of Field Education Programme, on major changes needed to meet required performance levels.
• Supervises distribution and efficient use of supplies, textbooks and other teaching aids. Initiates supply requisitions. Reports needs for additional equipment and supplies; manages area delegated budget resources; checks budget and provides timely follow up; ensures appropriate distribution.
• Participates in committees and working groups on issues concerning programme implementation; ensures that cross-cutting issues like gender and inclusion are addressed adequately in programme implementation.
• Performs such other duties as may be assigned.

EDUCATION:
• An advanced university degree (Master’s degree or equivalent) from a recognized university in education or closely related field; OR
• A university degree in education or closely related field; and successful completion of two years of full-time advanced professional training (Diploma) in an educational field
WORK EXPERIENCE:
• A minimum of eight years’ experience in education, including at least five years’ experience at a senior supervisory level such as Head Teacher/ Principal or Assistant Head Teacher in a large educational institution.
DESIRABLE QUALIFICATIONS:
• Experience working in an UNRWA school and familiarity with its systems and procedures.
LANGUAGE:
• Excellent command of spoken and written English and Arabic.
ASSESSMENT:
• Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
ADDITIONAL INFORMATION
The incumbent may be required to travel within the Field of Operations.
ADDITIONAL REQUIREMENTS
The Agency may recruit a suitable candidate at a lower level if the selected candidate does not possess all the qualifications for this post.
EQUIVALENCY
When the minimum requirements include reference to a specific number of years of experience, preference will be given to those candidates who exceed the stated minimum requirements.
