The HSE Manager is responsible for developing, implementing, and overseeing the company's health, safety, and environmental programs. This role ensures compliance with all applicable regulations and standards, promoting a culture of safety within the organization, and minimizing environmental impact.
Key Responsibilities:
Develop and Implement HSE Programs:
Design, implement, and maintain comprehensive HSE programs, policies, and procedures tailored to the company's operations and regulatory requirements.
Conduct risk assessments and hazard analyses to identify potential safety and environmental risks and develop appropriate mitigation measures.
Ensure compliance with all applicable local, state, and federal HSE regulations.
Conduct regular audits and inspections to assess compliance with HSE policies and procedures and identify areas for improvement.
Incident Investigation and Reporting:
Lead and conduct thorough investigations of incidents, accidents, and near misses to determine root causes and develop corrective and preventive actions.
Maintain accurate records of incidents, accidents, and near misses and prepare reports for management and regulatory agencies as required.
Analyze incident data to identify trends and patterns and implement measures to prevent recurrence.
Training and Communication:
Develop and deliver HSE training programs to employees at all levels to promote awareness and understanding of safety and environmental responsibilities.
Communicate HSE information effectively through various channels, including meetings, newsletters, and safety alerts.
Serve as a resource for employees on HSE matters, providing guidance and support as needed.
Emergency Response:
Develop and maintain emergency response plans and procedures for various scenarios, including fire, chemical spills, and medical emergencies.
Conduct regular drills and exercises to test the effectiveness of emergency response plans and procedures.
Coordinate with external agencies, such as fire departments and emergency medical services, during emergencies.
Environmental Management:
Develop and implement programs to minimize the company's environmental impact, including waste management, pollution prevention, and energy conservation.
Ensure compliance with environmental permits and regulations and manage environmental reporting requirements.
Conduct environmental assessments and audits to identify areas for improvement and implement corrective actions.
Stakeholder Engagement:
Engage with stakeholders, including employees, management, regulatory agencies, and community members, to promote HSE awareness and build positive relationships.
Participate in industry organizations and committees to stay abreast of HSE best practices and trends.
Address stakeholder concerns and inquiries regarding HSE matters in a timely and professional manner.
Continuous Improvement:
Continuously evaluate the effectiveness of HSE programs and identify opportunities for improvement.
Stay informed about changes in HSE regulations and standards and update programs accordingly.
Promote a culture of continuous improvement and innovation in HSE practices.
Required Skills & Competencies:
Bachelor's degree in Occupational Health and Safety, Environmental Science, Engineering, or a related field. (Master's degree preferred).
Minimum of 10 years of experience in HSE management, with at least 5 years in a leadership role.
In-depth knowledge of HSE regulations and standards, including OSHA, EPA, and other relevant regulations.
Proven ability to develop and implement effective HSE programs and procedures.
Strong leadership and communication skills, with the ability to influence and engage stakeholders at all levels.
Excellent analytical and problem-solving skills, with the ability to identify and resolve HSE issues effectively.
Ability to work independently and as part of a team in a fast-paced environment.
Proficiency in Microsoft Office Suite and HSE management software.
Professional certifications such as CSP, CIH, or CHMM are highly desirable.
Working Conditions:
Work is performed in an office and field environment.
Exposure to various weather conditions and potential hazards in the field.
Must be able to travel to various locations as needed.
Must be able to work extended hours and respond to emergencies as needed.
