Serve as an Attorney Advisor within the Legal Section in support of the INL program in Guatemala. Provide assistance to the Program Legal Section, including research, legal analysis, report writing, briefing officials, preparing recommendations for program implementation. Responsibilities : Serve as an Attorney Advisor within the Legal Section. Support the program office’s assistance to Guatemalan institutions. Assist the program’s legal staff in providing legal support to the Guatemalan Ministry of Government (MINGOB) and the Public Ministry (MP), focusing on transparency, financial analysis, security, criminal procedure and internal controls and audits of institutions involved in anti-narcotics.Conduct legal research, analyze information, summarize research results and provide recommendations in accordance with established project time lines. Advise senior management and program staff on new and potential changes in criminal procedures in Guatemala; Conduct legal and policy analyses, evaluating current operations against future trends.Assist senior management and the Legal team in communicating priorities and providing solutions with respect to the Program and related objectives. Advise the Legal Program team on legal research methods; participate in the training of staff and mentors;Assist with the analysis, writing and drafting of new standard operating procedures. Monitor the legal section to assure adherence to policies, sound methods, and legal research techniques.
Liaise with key U.S. and Guatemalan government stakeholders to obtain program support. Support the monitoring and evaluation (M&E) of grants, task orders, and Interagency Agreements for rule of law projects in Guatemala, including assessing programmatic and legal compliance of sub-awardees in Guatemala. Analyze documentation to determine the compliance of internal procedures for organizations receiving U.S. government funds in accordance with U.S. law. Report periodically on project status and issues and make suggestions for resolution; draft reports and make presentations to PAE and DOS, as required. Contribute to program evaluation and development, assisting with performance monitoring and reporting in accordance with contract guidelines. Participate in program implementation activities. Prepare program-related documents, reports, and briefings, as requested. Work collaboratively with team members to accomplish program goals and promote an atmosphere of cooperation and teamwork. Maintain constructive relationships with counterparts. Manage the workload efficiently, prioritize assignments, and work independently in resolving work-related problems. Perform other tasks as assigned.
Qualifications : Minimum of 5-10 years of professional experience working on issues related to rule of law, criminal procedure or institutional transparency/anti-corruption with direct experience providing legal services in criminal or investigative contexts. Active Bar admission in good standing required, preferably in the United States, but in an EU, Canadian or Guatemalan jurisdiction. Graduate level degree (J.D. or L.L.M.) is highly preferred, preferably related to anti-corruption or rule of law or similar specialization, but any recognized Juris Doctor Degree is suitable for this position. Proven ability to read, analyze and interpret legislation and judicial case law. Strong analytical skills to interpret legislative reforms; ability to quickly digest, analyze, and present in written or oral format, complex legal concepts. Superior writing, analytical, research and editing skills, including the ability to interpret laws, regulations, and policies.Experience working on U.S. government-funded international rule of law projects required. Proven project management and program management experience preferred, particularly related to U.S. government contracting rules and procedures. English proficiency to include writing, public speaking, and presentations (minimum ILR level 3/3).Spanish proficiency to include reading and general conversation, or willingness to attend intensive Spanish language training if selected, as determined at hiring manager’s discretion (minimum ILR level 2/2).
