About the ReCLAIM Programme:

SNV is part of a consortium that will be implementing the ReCLAIM programme. ReCLAIM stands for Restoring degraded land, Connecting Agroecology to Markets and enhancing the Inclusion of vulnerable people in the Lake Victoria Basin.

Funded by the Dutch Ministry of Foreign Affairs under the ‘Dialogue and Dissent’ Policy Framework and implemented by a consortium composed of IUCN NL, Justdiggit, and SNV, the programme seeks to address the drivers of unsustainable land management practices, that contribute to land degradation of the Lake Victoria Basin Ecosystem. It focuses on supporting smallholder farmers in restoring degraded land by transitioning to, and scaling agroecological practices that reduce erosion and improve soil health while also focusing on alternative sources of income.

The programme’s overall aim is: “To transform agricultural systems within the Lake Victoria basin ecosystem, making them more inclusive, climate-resilient and nature-positive by incentivising smallholder farmers in adopting Agroecological practices, creating new jobs and additional income sources, whilst strengthening governance structures, policies and investments”.

The programme has four interlinked outcomes, which are:

Outcome 1: Enhanced smallholder farmers adoption of climate resilient, and nature positive Agroecological Practices.

Outcome 2: Improved income, new jobs and more inclusion by agroecological agricultural and forest value chains.

Outcome 3: Strengthened inclusive governance for nature positive, and climate resilient food production system at LVB.

Outcome 4: Lessons of an integrated and inclusive agroecological landscape approach for climate resilient food systems influencing national and international practices.

The ReCLAIM Programme has a geographical focus of the Lake Victoria Basin areas within Uganda, Kenya and Tanzania and will be implemented for a duration of 5 years (2024 – 2028).

Overview of the Position:

The Project Manager will be responsible for the effective and efficient management and implementation of the ReCLAIM programme in Uganda. This includes overseeing the programme's planning, execution, monitoring, and reporting, as well as ensuring that the programme meets its objectives and deliverables within the agreed timelines and budget.

The Project Manager will also be responsible for building and maintaining strong relationships with key stakeholders, including government agencies, civil society organizations, private sector partners, and local communities. This requires strong communication, negotiation, and interpersonal skills, as well as the ability to work effectively in a multicultural environment.

S/he will technically report to the Regional Project Manager and will work closely with the country teams of the other consortium members.

Key Responsibilities:

Programme Management:

Lead the development of the programme's detailed implementation plans, including work plans, budgets, and monitoring frameworks.

Ensure effective and efficient implementation of the programme activities, in line with the programme's objectives, targets, and timelines.

Manage the programme budget, ensuring that resources are used effectively and in compliance with SNV's financial policies and procedures.

Monitor programme progress, identify challenges and risks, and develop appropriate mitigation measures.

Prepare regular progress reports, as well as other programme-related documents, as required.

Stakeholder Engagement:

Build and maintain strong relationships with key stakeholders, including government agencies, civil society organizations, private sector partners, and local communities.

Represent the ReCLAIM Programme in relevant forums, including stakeholder meetings, conferences, and workshops.

Ensure that the programme is aligned with national and regional development priorities.

Coordination and Collaboration:

Coordinate closely with other SNV projects and programmes, as well as with the projects and programmes of other consortium members.

Facilitate knowledge sharing and learning among programme staff, partners, and stakeholders.

Promote collaboration and synergies between different components of the ReCLAIM Programme.

Team Management:

Provide leadership and guidance to the programme team, including technical advisors, field staff, and consultants.

Ensure that the programme team has the necessary skills and resources to perform their duties effectively.

Promote a culture of teamwork, collaboration, and continuous learning within the programme team.

Safeguarding:

Practice, promote and endorse the principles of safeguarding by: influencing and delivering messages of safeguarding; preventing all forms of inappropriate behaviour, including sexual harassment, exploitation and abuse; protecting children; and promoting the voice of vulnerable groups.

Qualifications:

Master’s degree in Environmental Sciences, Agricultural Economics, International Development, or a related field.

Minimum of 7 years of experience in managing complex development projects, preferably in the areas of environmental conservation, sustainable agriculture, or rural development.

Strong understanding of the environmental and socio-economic issues in the Lake Victoria Basin.

Excellent project management skills, including planning, budgeting, monitoring, and reporting.

Strong communication, negotiation, and interpersonal skills.

Ability to work effectively in a multicultural environment.

Fluency in English is required, and knowledge of Swahili or other local languages spoken in the Lake Victoria Basin is an advantage.
