Project Overview
The Poultry Boost: Sustainable Enhancement of Agri-business Value for Trade is an intervention that focuses on enhancing the contribution of small and medium-sized enterprises (SMEs) in the poultry value chain (PVC) to the Ugandan economy. This will be realized through improvement in PVC access to finance, enhanced entrepreneurial and marketing skills and increased adoption of business enabling technologies. To reach this objective, the action is geared towards improved quality of inputs, improved poultry production and health; enhanced aggregation, bulking, distribution and processing of live birds and eggs; expanded market access and market share and enhancement of climate change adaptation, mitigation and gender equality.
The overall project objective is: To create a resilient, inclusive, and sustainable Poultry Value Chain by creating jobs, increased productivity and adaptation to climate change while addressing gender inequality through promoting sustainable consumption, trade practices, access to skills and capacity-building along the Poultry Value Chain in Uganda
The project’s action strategy is designed under four outputs namely:
Output 1: Enhancing the capacity of farmer clusters/SME service delivery hubs through tailored incubation and business development service interventions (e.g. trainings, workshops, trade fairs and incubation services).
Output 2: Enhance competitiveness and productivity for all VC actors while supporting gender equality and inclusive youth employment through promoting sustainable practices, adoption of business enabling technologies and promoting value addition.
Output 3: Improvement of institutional support framework that is more resilient to risks and able to manage/sustain performance/market access gains through strengthened PVC business eco-system. Strengthen existing industry organizations and build long-lasting public-private dialogue that create strong sector leadership to sustain development beyond the project duration
Output 4: Climate Smart PVC implemented. Support businesses in mitigating and adapting to climate change with a specific focus on waste management and innovative feeding models
Summary of Key Functions
The Project Manager is responsible for overall project management including, planning, implementation, monitoring and reporting, financial management and project level M&E. The Project Manager leads, manages, coaches, and motivates the project team for the effective implementation of project activities, the achievement of project milestones and for the effective use of resources. As part of business development the project manager builds relationships with private and public stakeholders as well as representing the project in relevant forums and platforms. He/she proactively contributes to identifying business opportunities, strategic alliances and leverages resources with other actors.
Key Responsibilities
Overall Project Implementation & Coordination
Takes overall responsibility for project implementation and ensures effective application of SNV’s project management procedures and guidelines.
Facilitates the process of setting-up the project implementation structure (internal staffing, stakeholder involvement, advisory services), taking into account SNV project cycle management, co-financing agreements, co-funding models and donor guidelines.
Takes the lead in work planning & budgeting process based on SNV project cycle management, contractual obligations and donor guidelines
Takes overall responsibility for effective implementation, monitoring & evaluation of project activities in line with project proposal, work plans and budgets.
Proactively manages and monitors technical and financial progress of the project; safeguards the timely execution of project deliverables (outputs, milestones) as agreed with donor/client, identifies potential delays and bottlenecks and recommends and implements corrective measures.
Maintains regular contact with the donor and SNV Uganda’s Management and ensures full alignment on project progress, challenges, possible corrective measures and new developments.
Supports SNV Country Representative and other sector team leads in the development and implementation of innovative approaches.
Reporting and Knowledge Development
Coordinates knowledge development, documentation of lessons learned, best practices and sharing with internal and external stakeholders, using established communication protocols
Takes responsibility for internal and external reporting in line with SNV contractual obligations and standards.
Contributes to the SNV’s knowledge management (e.g. maintaining internal websites; capturing knowledge, lessons learnt and best practices; writing of learning briefs, facilitating knowledge sharing) within the SNV organisation.
Networking & Business Development
Builds, maintains and utilises effective working relationships with key internal and external stakeholders in public and private sectors, civil society and knowledge institutes to enhance SNV positioning and business development.
Proactively identifies and pursues opportunities to increase project’s impact and up-scaling of successful approaches
Actively participates in relevant sector/thematic national platforms, contributes to knowledge development/ advocacy and represents SNV’s interests.
Supports business development and identifying strategic alliances and partnerships through concept development and proposal writing in cooperation with SNV country representative and Business Development teams
People Management and Development
Line manages the project team members and ensures a smooth cooperation and clear task allocation
Ensures effective functioning of project teams (incl. consultants and implementing partners) and manages internal & external communication.
Carries out regular coaching and performance assessments of direct reports to ensure the project team is optimally staffed and well capacitated
Qualifications
Bachelor’s degree in Agriculture Economics, Agribusiness, Economics or other relevant technical field. An advanced degree is an added advantage
A minimum of 7 years working experience in agri-business (poultry experience is an advantage) working with and/or for market actors; proven experience of having implemented and delivered impact through projects; and strong business acumen.
Strong understanding of market dynamics, trends, business models and value chain development in the Ugandan Poultry Value Chain, preferably experience working in similar SNV project thematic areas is desired (i.e. Food Systems, Value Chains, Agri-business Development and Trade). Proven ability to develop and foster partnerships in the sector
Excellent management and leadership skills, experience of guiding teams to perform towards common goals.
Experienced in and understands contract management (experience of reporting to a client). Is capable of being accountable on (contractual) requirements.
Experienced in coaching/training local people and preferably knows/understands/has worked according to a Capacity Development Approach (is used to seeing the project implementing team as a team in development).
Must have excellent spoken and written command of English
Ability to work under pressure and meet deadlines
