Oxfam in Kyrgyzstan is looking for a highly motivated individual to join our team as a Programme Manager. The Programme Manager will be responsible for providing strategic leadership and management for one or more programmes within Oxfam’s portfolio in Kyrgyzstan. This includes ensuring effective programme design, implementation, monitoring, evaluation, and learning.
Key Responsibilities:
Programme Strategy and Design:
Lead the development and implementation of programme strategies aligned with Oxfam’s global and country strategies.
Identify and analyse development challenges and opportunities in Kyrgyzstan.
Design and develop innovative and impactful programmes to address identified challenges.
Ensure that programmes are aligned with Oxfam’s programme quality standards and gender equality principles.
Programme Implementation and Management:
Manage all aspects of programme implementation, including planning, budgeting, and resource allocation.
Ensure that programmes are implemented effectively and efficiently, and in accordance with Oxfam’s policies and procedures.
Monitor programme progress against agreed targets and indicators.
Identify and address any challenges or issues that may arise during programme implementation.
Build and maintain strong relationships with local partners, government agencies, and other stakeholders.
Monitoring, Evaluation, and Learning:
Develop and implement a robust monitoring and evaluation framework for programmes.
Ensure that data is collected and analysed to track programme progress and impact.
Conduct regular programme reviews to identify lessons learned and best practices.
Share learning and best practices with other Oxfam staff and partners.
Reporting and Communication:
Prepare regular programme reports for internal and external stakeholders.
Communicate programme achievements and impact to a wider audience.
Represent Oxfam at external events and meetings.
Team Management:
Provide leadership and guidance to programme staff.
Develop and manage staff performance, providing coaching and feedback as needed.
Ensure that programme staff are working effectively and collaboratively.
Qualifications:
Bachelor’s degree in a relevant field (e.g., development studies, economics, social sciences).
Minimum of 5 years of experience in programme management in the development sector.
Strong understanding of development issues in Kyrgyzstan.
Experience in designing and implementing programmes that address poverty, inequality, and injustice.
Experience in monitoring and evaluating programmes.
Excellent communication and interpersonal skills.
Ability to work effectively in a team environment.
Fluency in English and Kyrgyz (Russian is an asset).
