Position Location: Tanzania

Background:

The anticipated USAID Tanzania Feed the Future Lishe Ya Maisha Activity (Lishe Ya Maisha) will improve the nutritional status of women and children in Tanzania through improved nutrition behaviors and practices, increased consumption of diverse and nutritious diets, and improved resilience and functionality of the local food system. Lishe Ya Maisha will focus on achieving optimal nutrition for pregnant and lactating women and children under two years of age, targeting the most vulnerable households in the selected regions. Tetra Tech anticipates serving as the prime implementer for this Activity.

Position Summary:

The MEL Advisor will be responsible for developing, implementing, and overseeing the project’s MEL system to track, analyze, and report on progress towards project goals. They will provide technical expertise in designing and implementing MEL strategies, developing data collection tools, training staff on MEL processes, and ensuring data quality. The MEL Advisor will collaborate closely with the project team, stakeholders, and USAID to ensure that MEL activities are aligned with project objectives and meet donor requirements.

Responsibilities:

• Develop and implement a comprehensive MEL plan that aligns with project objectives, USAID requirements, and industry best practices.

• Design and maintain the project's MEL system, including data collection tools, databases, and reporting templates.

• Establish clear indicators and targets to measure project progress and impact.

• Oversee data collection efforts, ensuring data quality, accuracy, and completeness.

• Train project staff and partners on MEL concepts, data collection methods, and reporting procedures.

• Conduct data analysis and generate regular reports to inform project management and decision-making.

• Collaborate with technical teams to integrate MEL findings into program design and implementation.

• Provide technical assistance and mentorship to local organizations and government agencies on MEL-related topics.

• Coordinate with USAID and other stakeholders to ensure that MEL activities meet donor requirements and standards.

• Stay abreast of developments in MEL best practices and adapt the project's MEL system as needed.

Qualifications:

• Master's degree in a relevant field such as statistics, economics, public health, or international development.

• Minimum of 7 years of experience in monitoring, evaluation, and learning, preferably in international development projects.

• Strong knowledge of USAID MEL guidelines and requirements.

• Proven experience in designing and implementing MEL systems, developing data collection tools, and conducting data analysis.

• Excellent communication, interpersonal, and training skills.

• Ability to work independently and as part of a team.

• Fluency in English is required; proficiency in Swahili is an advantage.

• Demonstrated experience in knowledge management and dissemination of learning.
