Position Title: MEAL Officer
Location: West Nile
Reports to: MEAL Manager
Supervises: None
Overall Purpose:
The MEAL Officer is a field-based position responsible for implementation of the project’s MEAL system. S/he works closely with the project team to ensure effective implementation of the MEAL system, including data collection, storage, analysis and reporting.
Key Duties and Responsibilities:
Data Collection and Management:
Participate in the design and implementation of data collection tools, including surveys, focus group discussions, and key informant interviews.
Conduct data collection activities in the field, ensuring data quality and accuracy.
Support with routine data quality audits at project sites to ensure accuracy, consistency, and completeness of data.
Assist in the maintenance of databases, ensuring data is up-to-date, accurate and well organized for ease access and analysis.
Ensure the data security of collected data.
Analyze quantitative and qualitative data and assist in preparing reports for project management.
Monitoring and Evaluation:
Support the design and implementation of project monitoring and evaluation activities, including baseline surveys, mid-term reviews, and end-of-project evaluations.
Conduct regular field visits to monitor project activities, ensuring that they are implemented as planned.
Provide feedback to project staff on areas for improvement based on monitoring findings.
Participate in the development of project reports, including quarterly and annual reports.
Contribute to learning through documentation of successes, challenges and lessons learned and share within the organization.
Participate in learning events and generate recommendations for project improvement.
Accountability and Reporting:
Participate in the implementation of accountability mechanisms, including feedback and complaints handling.
Ensure that project beneficiaries have access to information about the project, including objectives, activities, and timelines.
Maintain accurate records of all complaints and feedback received, and ensure that they are addressed in a timely manner.
Other Duties:
Assist in the development of project proposals, including the development of MEAL plans.
Participate in MEAL-related training and capacity-building activities.
Represent the organization in MEAL-related meetings and forums.
Perform other duties as assigned by the supervisor.
QUALIFICATIONS:
Bachelor’s degree in Statistics, Development Studies, Economics or a related field
At least 3 years of experience in monitoring and evaluation, preferably in the humanitarian sector
Demonstrated experience in data collection, analysis and reporting
Strong understanding of MEAL principles and practices
Experience with mobile data collection tools (e.g., Kobo Toolbox, ODK)
Excellent analytical and problem-solving skills
Strong communication and interpersonal skills
Ability to work independently and as part of a team
Fluency in English (written and spoken) and knowledge of local language is preferred
Experience of working in West Nile, Uganda
Knowledge of key international humanitarian standards
