Chemonics seeks a grants specialist for the anticipated USAID-funded AgroHorizon Activity in the Kyrgyz Republic. The activity will support Kyrgyz economic growth by fostering a more competitive and inclusive Kyrgyz horticulture sector. The grants specialist will contribute to activity implementation through strategic grant-making to maximize opportunities to transform the horticulture sector in Kyrgyzstan. Responsibilities:
Develop grant concept papers and requests for applications to address constraints to horticulture competitiveness, working with the technical team, the grants manager, and other relevant parties
Organize and implement competitive grant competitions in compliance with USAID and Chemonics policies and regulations
Lead review committees during proposal evaluation and selection and manage pre-award risk assessments
Negotiate grant agreements with prospective grantees; ensure all award documents are fully executed and compliant prior to disbursement of funds
Coordinate all necessary pre-award due diligence tasks (PEA, environmental reviews, financial assessments)
Conduct training for grantees, Chemonics staff, and other partners on relevant grants policies and procedures
Maintain continuous communication with grantees to build effective relationships; support grantee implementation through technical assistance and monitoring
Supervise grantees and monitor grant implementation to ensure compliance, proper budget execution, and progress towards the grant’s and project’s objectives
Prepare accruals for the grant portfolio and support budget management activities as necessary
Prepare reports as needed; ensure that all relevant documentation is complete and updated in project files and systems
Manage all aspects of grant close-out and ensure proper reporting of results
Follow USAID and Chemonics policies, regulations, and standard operating procedures
Promote sustainability of project activities by establishing linkages with local organizations
Participate in other project tasks as assigned by the supervisor
Supervise junior grants staff as assigned
Qualifications:
Bachelor’s degree required
Minimum three years of relevant professional experience in grant-making, with grants to private sector recipients preferred
Previous experience administering USAID grants or contracts, particularly fixed-amount grants, preferred
Experience working in agricultural development, or a related field preferred
Knowledge of grant design and reporting
Strong writing, analytical, and communications skills
Demonstrated leadership, versatility, and integrity
Fluency in Kyrgyz and Russian required; proficiency in English preferred
