JOB SUMMARYThe Facilities Project Manager is responsible for managing the complete life cycle of non-electric projects (NEPs) starting from planning, design, quantity surveying and costing, construction, quality assurance, and documentations. The PM ensures that projects are completed on time, with quality, and within the approved budget. The PM is also responsible for the development of policies, guidelines, procedures, and standards to ensure real estate properties, spaces, buildings, structures, and equipment are optimized.
Lastly, the PM is also tasked to develop properties and workspaces that promotes resiliency, sustainability, work productivity and efficiency.GENERAL RESPONSIBILITIESSpace OptimizationDevelops space optimization strategies anchored on company objectives, plans, and targetsAudits space and organizations to ensure compliance to set Policies and Standards (See 2b)Evaluates impacts on space optimization strategy of renovations plans and projectsLeads in property development (e.g., Meralco Campus Project, Isla Provisor, etc.)Performs urban planning and site development of lands of MeralcoIntegrates NEP projects and real estate development plansDevelopment of Policies and StandardsDevelops policies and standardsDevelops of policies, guidelines, procedures, standards (referred to as “Policies and Standards” as a whole) for company-owned lands, spaces, buildings, structures, and equipment, in compliance to relevant company, and internationally and locally accepted standards changesEvaluates progress billings of Contractors and recommend payment based on actual accomplishments and target milestonesEvaluates completeness of projects based on final scope of works (SOW)Evaluates and recommends acceptance of completed projectsEnsures completeness and validity of project documents such as “as-built” plans, permits, Certificate of Completion (COC), Certificate of Acceptance (COA), Warranties, Permits, and other construction documentsEvaluates and recommends approval of technical eligibility of ContractorsEvaluates and recommends approval of accreditation of Contractors, in coordination with SCMConducts regular coordination meeting with Client’s, Contractors, Specialty Contractors, Consultants, SCM, etc.Quality Assurance (QA)Development of QA processesDevelops and researches QA best practices, standards, processes, procedures, equipment, tools, and technologyDevelops and recommends approval of test plans for concretes, metals, equipment, of Outsourced Services (i.e., Engineering and Consultancy)Develops and recommends approval of Scope of Works (SOW), Service Level Agreement (SLA), Performance Metrics, Penalty, and other outsourcing requirementsEvaluates terms and conditions of Request for Proposal (RFP) and Contracts, in coordination with Contract Management (CM) and Legal - Business Contracts and Consulting, respectivelyRecommends approval of penalty to Contractors for systemic violation of ContractsDetermines and recommends approval of budgets and resource requirements (e.g., people, equipment, materials, etc.)Controls utilization of outsourced services budgetsProvision of technical assistance to One Meralco on workspace-related requestsInspect sites, gather data, and consolidate client’s based on scope and complexityTECHNICAL COMPETENCIESPlanning and DesignProject Management (PM)QUALIFICATIONSMust be a Licensed Mechanical/ Electrical EngineerMinimum two (2) years of work experience in the design and construction, related to facilities, buildings, structures, and property developmentPreferably with diploma or certification in the following: Construction Management, Project Management, Facilities Management, Property Management, Urban Planning, Asset ManagementAutoCAD and other computer software (e.g., MS Project, Sketch-up, Lumion, Photoshop, etc.)Basic Occupational Safety and Health (BOSH)Knowledge in ISO related to design, construction, project management, and facilitiesGood oral and written communication skillsPossess integrity and high ethical
