Commissioning Manager – Mono-Sludge Treatment Plant

Our client is a leading consortium which has secured a major tender to design, build, finance, maintain, and operate a new mono-sludge treatment plant.

We are currently seeking a Commissioning Manager who will oversee the organization, coordination, and monitoring of the commissioning phase of the installation. The goal is to ensure that the provisional handover takes place within the planned timeframe, in a safe and cost-effective manner.

Role Overview

You will coordinate the overall commissioning of the installation and liaise with the main contractors, specifically PMEICA (Process, Mechanical, Electricity, Instrumentation, Controls & Automation, process installation) and MEP (Mechanical, Electricity & Plumbing, buildings) contractors, who are responsible for commissioning their respective scopes.

The commissioning phase includes the final construction inspection, cold and hot tests, operational tests, trial runs, and on-site training of the operational team.

Key Responsibilities

Organize and monitor the commissioning of the process installation (PMEICA) and the MEP installation safely, cost-effectively, and on schedule.

Ensure that planned tests and trial runs are executed according to plans, specifications, procedures, and programs.

Review commissioning documents and record tests, trial runs, and incident logs for each shift.

Advise and report on the priority and execution of remaining construction works.

Provide progress reports to the Deputy and Project Director.

Coordinate commissioning follow-up with package engineers and operational staff who will take over the plant.

Set up general coordination and communication structures.

Monitor on-site training of the operational team and align requirements or actions with the Plant Manager and the contractors’ commissioning teams.

Manage the commissioning interface between contractors and external parties.

Education & Skills

MSc Engineering or equivalent through experience.

5 years of relevant work experience in a commissioning environment, with at least 3 years as a commissioning manager.

Experience with process installations (waste-to-energy or chemical).

Strong team player with excellent communication skills.

Good working knowledge of Dutch & English.
