About the job

Central Bank of Oman is seeking to recruit competent, committed, self-motivated and enthusiastic Omani candidate to work as Banking Executive.

Purpose:

Responsible for assisting the Department in ensuring a sound and compliant Payment system / FinTech license in Financial and Non-Financial Sector in Oman.

Key Duties and Tasks:

  • Recommending approvals, adjustments to PSP Policies and dynamically advocating for in Banking laws, Regulations, instructions and revisions.
  • Review of prudential and other parameters to mitigate risks in the Sector.
  • Providing an assistance on all payment system, Fintech and other technology matters for Financial and non- Financial Sector
  • Analysis and prepare a feasibility studies of /payment Fintech companies, including preparing Board of Governors papers and related issues for presentation to CBO higher management.
  • Handling matters related to collaboration/liaison with multi-lateral/local and international agencies like IMF, World Bank, etc.
  • Overseeing and providing guidance on Fintech products for Banking / non-banking Sector.
  • Conducting reviews aimed at fostering compliant and efficiency growth with the FinTech industry.
  • Providing recommendations on the policy and implementation a growth roadmap of the sector
  • Guiding operational and compliance areas like licensing and oversight in conformity with regulatory requirements.
  • Providing training and assistance to peer employees were deemed necessary
  • Any other role relating to the operations / Licensing of the payment system provider companies, as assigned by CBO Management.

Knowledge Requirements

  • Sound knowledge in Fintech sector with specific exposure to banking Sector, and regulation and supervision of Fintech companies and banking fintech solutions
  • Requires Technical Expertise in Fintech Frameworks
  • Governance and developing a Sandbox Environment.
  • Proven experience on feasibility study and data analysis etc

Minimum Qualification:

Graduate degree in Economics, Computer Science or professional qualifications in Finance and Accounting.

Minimum Experience:

5years of relevant experience of banking/Fintech with reasonable exposure on regulatory / supervisory aspects.

Monetary stability means stable prices and confidence in the currency. Financial stability entails detecting and reducing threats to the financial system as a whole.
CBO is also the single integrated regulator of the banking and financial services sector in the country.
In order to achieve the above purposes, CBO performs various functions as follows, as mandated by Banking Laws 1974 and its subsequent amendments.
-Formulates and administers monetary policy to achieve a variety of goals including stable prices, growth and employment.
-Licenses, regulates and supervises commercial banks, specialized banks, financial and leasing companies and money exchange companies.
-It acts as a banker to the Government It provides a full range of banking services for the Government, such as acceptance of deposits from the Government, lending to the Government to help finance the fiscal deficits, running the Government bank account acting as its fiscal agent, public debt management, exchange control, and management of foreign exchange reserves of the country.
-It acts as a banker to the Banks holds deposits from the banks operating in the Sultanate of Oman, lends them funds for short periods, and provides them a variety of other services including payment system, settlement, and clearing facilities.
-Issues national currency and manages the liquidity in the banking system.
