The role is based in Freetown, Sierra Leone with very frequent travel to Kambia District.Role SummaryThe Renewable Energy Project Manager will lead the implementation and coordination of Lite Salonean innovative last mile solar electrification project contributing to the government of Sierra Leone M300. This position focuses on ensuring project management excellence, operational efficiency, strong stakeholder engagement, and effective collaboration with both internal and external partners.The Project Manager will be responsible for overseeing the delivery of the solar electrification pilot project, ensuring compliance with donor requirements, and maintaining alignment with Trócaire's mission and values. Key responsibilities include managing day-to-day project operations, as well as managing the work of a local implementing partner, a private sector partner, and external consultants; monitoring progress toward project goals; and ensuring effective communication and collaboration among all stakeholders. This role will require close collaboration with the Business Model Consultant, MEAL Manager, Procurement Officer, and Climate Change Project Officer. The position is based in Freetown, with frequent travel to Kambia District and other locations as necessary.The ideal candidate will be a dynamic, proactive and results-oriented project manager with a proven track record in managing complex projects and fast growing projects, and fostering productive partnerships between multiple stakeholder (Local NGO, Private sector, District stakeholders). While experience in renewable energy is an advantage, the emphasis of this role is on exceptional project management, coordination, and implementation skills and strengthening community engagement for fostering sustainable last mile Energy as a Service (EaaS). The role will report to the Climate Change Program Manager. The role is based in Freetown, Sierra Leone with very frequent travel to Kambia District.Key Responsibilities Project Management & Delivery Lead end-to-end project management: planning, execution, monitoring, and closing of project activitiesCoordinate and supervise the day-to-day operations of the project, ensuring high-quality and timely deliveryManage relationships with implementing partners (local NGO and private sector partner) to ensure coordinated and on-track performance and adherence to contracts and workplansSupport day to day budgeting, and financial tracking, working closely with Trócaire's finance team and line manage to ensure fiscal accountability and compliance; Climate Change Program Manager is overall budget holderCoordinating with MEALOrganize, lead and take minutes of regular Technical Working Group meetings and provide updates to Climate Change Program Manager and SMT who updates the Project Steering CommitteeMinute taker for Project Steering Committee meetingWith Line manager and Business Development and Grants Manager ensure timely and high-quality reports to the donors, this includes reviewing partners reports and providing appropriate feedback, drafting agreed sections of donor reportsMaintain accurate and updated project files (both on Box Office operations, Salesforce and hard copy)Collaborate with Trocaire Technical Advisors (in country and head office) to align programming approaches with best practices, ensuring consistency and documentation Coordination & CollaborationAct as the primary liaison between Trócaire, partners, and consultants, to foster smooth coordination and problem-solvingEnsure strong coordination between technical support teams (Business Model Consultant, MEAL Manager, Procurement Officer, Finance Officer, and Climate Change Innovation Officer) to align resources and deliverablesFacilitate regular field visits and technical support missions to strengthen partner performance and accountability. Work with line manager and partners to address issues from reporting or monitoring visits, revising project strategies and plans as neededLead and document project start-up and close-out processes to ensure institutional learning Stakeholder & Partner EngagementWork with local CSO partner to facilitate inclusive consultations and engagement with local stakeholders, including communities, traditional leaders and local government agenciesSupport visibility and communication activitiesdeveloping case studies, updates, and promotional materials to highlight project outcomesSupport in hosting visitors, including donors, Ministries and the media, and represent Trócaire at relevant forums and events Capacity Strengthening & LearningWith Trocaire Partnership and Localisation manager support implementation of capacity-building plans for the local CSO partner in project management, financial management, reporting and MEALFacilitate workshops, learning exchanges, and peer-to-peer knowledge sharingProvide feedback on partner-developed tools and resources, and ensure quality standards are metCollaborate with the MEAL Manager to establish effective monitoring and evaluation systems that promote learning and adaptive management Cross-Department CollaborationBusiness Model Consultant: Ensure business model development is aligned with project goalsMEAL Manager: Ensure timely data collection, learning, and adaptive planningProcurement Officer: Oversee procurement and logistics to ensure compliance and timelinessClimate Change Innovation Officer: Ensure synergies between the solar pilot and broader climate change initiativesOther DutiesContribute to country-level strategic planning, program reviews, and team learningCarry out other responsibilities as assigned by the Climate Change Program Manager, Head of Programs and Country DirectorRequirementsQualifications:University degree in Project Management, International Development, Climate Change, Renewable Energy or related fieldsExperience:Minimum 5 years' experience in project management, coordination, and implementation within development, humanitarian, or public sector contextsProven track record of managing complex, multi-stakeholder projects and delivering results on time and within budgetExperience working with local civil society partners or in partnership-based programmingSound knowledge of financial management and donor complianceDemonstrated experience in facilitating meetings, workshops, and capacity-buildingExperience with monitoring and evaluation frameworks and reporting.
