Consultant - Strategy, Policies and Procedures (Fiduciary/ Procurement) Full-time Job

Job Summary:<br>The African Development Bank hereby invites Individual Consultants to indicate their interest in the following Assignment: Consultant - Strategy, Policies and Procedures (Fiduciary/ Procurement).<br>The Bank through its Procurement and Grants Management Department is looking to engage a qualified individual consultant with experience in fiduciary/procurement field to support in the review and update of the Bank’s Procurement policies and procedures and strengthen capacity in the Fiduciary Risk and Assurance (FRA) Unit in procurement and related activities.<br>The services will primarily focus on strengthening capacity and building up on Fiduciary/Procurement Strategies, Policies, Regulations, Processes, Tools, Methods and System across the Bank, working closely with Operations complexes (HQ and Decentralized Offices), in accordance with the Bank’s Operations Manual on policies and procedures and the 2015 Procurement Framework, including (i) Policies; (ii) Methods, Tools and Templates; (iii) Review Processes, in view of streamlining, harmonizing, aligning and rendering the relevant fiduciary activities consistent and more business-friendly and geared towards timely delivery of planned Bank results.<br>OBJECTIVES<br>The main objectives of the assignment are to provide assistance to the Bank to enhance transparency, improve risk management and achieve Value for Money by providing expert inputs and support in development, updating, maintenance, and effective operationalisation of the Bank’s fiduciary (procurement, disbursement and financial management) rules, procedures and tools, with particular attention to simplification and adaptation for streamlined process implementation as well as alignment with new business needs (e.g., Private Sector Operations), policies, frameworks and guidelines, standards of conduct as well as related strategies.
